FIFA to Introduce Dead-Ball Penalty Rule for 2026 World Cup

FIFA is set to implement a revolutionary refereeing guideline for the upcoming 2026 World Cup, aimed at eliminating aggressive wrestling and holding inside the penalty box during set-pieces.
Under the proposed regulation, referees will be empowered to penalize foul play during dead-ball situations before the ball is actively kicked into play. Previously, shirt-pulling, shoving, and pinning offenses committed during a corner kick or free-kick setup could only be punished with verbal warnings until the whistle blew for play to resume.
The new rule completely changes the dynamic of penalty-box defending. Match officials can now blow the whistle and issue yellow or red cards for physical misconduct while the ball is still dead. Furthermore, defending teams risk conceding direct penalty kicks before the set-piece is even taken.
FIFA officials stated that this strict measure aims to restore fairness, protect attacking players, and curb the chaotic grappling that has long plagued major tournaments. Teams must rapidly adapt their defensive strategies, as any illegal contact under the dead-ball state could instantly cost them a match.
